Atlanta Braves -- Announced that John Smoltz underwent what his surgeon said was successful arthroscopic surgery to remove a large bone spur and some chips from the back of his pitching elbow.

Boston Red Sox -- Named Gary Rajsich scout.

Cincinnati Reds -- Recalled P Tim Fortugno, P Mike Ferry, IF Brian Koelling and OF Steve Gibralter from Double-A Chattanooga.

Cleveland Indians -- Signed a two-year player development contract with Triple-A Buffalo.

Kansas City Royals -- Extended their player development contract through the 1995 and 1996 season with Triple-A Omaha. Will move the short-season Single-A affiliate to Spokane, Wash., from Eugene, Ore., for the next four years.

Pittsburgh Pirates -- Recalled P Tim Wakefield, P Blas Minor and IF Kevin Young from Triple-A Buffalo.

Texas Rangers -- Extended their player development contract through the 1995 and 1996 season with Double-A Tulsa.

Maryland Baseball Limited Partnership -- Named Bob Brown VP of communications.

Northwest League (Single-A) -- Announced that the Spokane Indians have ended their affiliation with the San Diego Padres.

L Detroit Pistons -- Signed C Oliver Miller to an offer sheet.

Los Angeles Lakers -- Hired Walt Hazzard as a special administrative assistant and scout.

Milwaukee Bucks -- C Mike Gminski announced his retirement and will join the Charlotte Hornets' radio broadcast team.

Minnesota Timberwolves -- Signed F Randy Carter and C Melvin Robinson.

Phoenix Suns -- Signed unrestricted free-agent F Danny Manning to a one-year contract.

Colleges

Lone Star Conference -- Named Fred Jacoby commissioner.

Baylor -- Added Australian F Andrew Bridges to the basketball roster for the 1994-95 season.

Florida State -- Announced that DT Rhodney Williams, who was already suspended for the first two games for a violation of academic policy and reporting late for fall practice, will be held out of the Wake Forest game Sept. 17 for a second violation of academic policy.

Maryland -- Awarded football scholarships to three former walk-ons: DE Tim Fosque, FB Kevin Plank and WR Richard Roberts.

K? Northeastern -- Named Mosi Tatupu assistant football coach.

San Diego Chargers -- Signed S Lonnie Young. Released S James Fuller.

British Columbia Lions (CFL) -- Transferred DB Sean Foudy and DT Doug Petersen to the injured list.

Calgary Stampeders (CFL) -- Added QB Jeff Garcia, WR Will Moore, DE Mark Pearce and DE Damon Smith to the roster. Moved WR Will Moore and DT Srecko Zizalkovic to the reserve list. Moved CB Kenton Leonard to the injured list.

Edmonton Eskimos (CFL) -- Added FB Brian Walling to the roster from the injured list.

Hamilton Tiger-Cats (CFL) -- John Michaluk, president and CEO, resigned, effective Thursday.

Las Vegas Posse (CFL) -- Waived SB Al Whiting, FB Zendon Robinson and LB Greg Tucker. Placed OL Russ McCullogh, OL Ben Jefferson (Maryland), RB Jon Volpe, DB Mike Clark and DB Eric Geter on the injured list.

E9 Ottawa Rough Riders (CFL) -- Waived CB Rodney Thomas.
