Man charged with second-degree rape of girl, 14

A 25-year-old Columbia man has been charged with the second-degree rape of a 14-year-old Baltimore girl, according to Howard County police.

Oscar Antonio Arteaga of the 5900 block of Turnabout Lane was arrested Friday on a warrant charging him with rape and second- and third-degree sex offenses. He is being held on $25,000 bail at the Howard County Detention Center, said police spokesman Sgt. Steve Keller.

Police said the suspect and the girl had a consensual sexual relationship since February 1993.

When police arrested Mr. Arteaga at his home on assault charges resulting from a fight at a local soccer game, they saw the 14-year-old girl, who told them she was a runaway from Baltimore, Sergeant Keller said.

* Harper's Choice: 5400 block of Harper's Farm Road: A 43-year-old Columbia woman was using an automated teller machine at the village center when a man ran by and snatched cash from her hand after the transaction about 9 p.m. Thursday, police said.

* Wilde Lake: 10400 block of Twin Rivers Road: A 51-year-old woman was knocked to the ground when she struggled with a robber who snatched her purse after she used an automated teller machine at the village center 10 p.m. Thursday. Police said the robber may be the same man who took cash from an ATM user in Harper's Choice.

* Town Center: 5400 block of Vantage Point Road: A red 1992 Honda Prelude with Maryland tags ZTH473 was stolen Thursday. Police said a gray Toyota MR2, stolen from Baltimore City, was recovered at the scene.
