David Clemens Sachs, a former chief legal officer of the National Labor Relations Board in Baltimore, died Wednesday of respiratory and heart disease at a hospital in Camarillo, Calif. He was 85 and had moved from Baltimore to Camarillo five years ago.

Services will be held at 10 a.m. tomorrow in California. He is survived by his wife, Miriam; a daughter, Stephanie Sachs Levine of Ventura, Calif.; a son, Robert M. Sachs of Rowayton, Conn; a brother, Sanford Sachs of Cranston, R.I.; a sister, Marcella Sachs Norins of Little River, Calif; and five grandchildren.
