2 men accused of vandalizing vehicles arrested

Two Carroll County men were arrested Monday and charged with 17 counts of malicious destruction of property in the Hampstead and Manchester areas and two counts of conspiracy, according to state police.

Andrew Haugh, 21, of Finksburg and Andrew Lyman, 20, of Hampstead were held on $2,000 bond each. They are accused of shooting out the windows of vehicles, including a police car, and a building March 5.

Police said vandals used a slingshot and marbles to shatter the windows of 16 vehicles, including the state police patrol car of Tfc. George Prager, parked near his home in Hampstead.

Investigators said they were told that vandals bragged to at least four others of the spree and damaging the police car. Investigators said damage was in the thousands of dollars.

The damage in four of the incidents, including the destruction of a convenience store window in Manchester, amounted to more than $300, police said.
