* Skills Bank Corp., a Baltimore-based producer of software, has appointed Charles M. Wistar chief operating officer.

* Florida Rock Industries chose Scott L. McCaleb as executive vice president of The Arundel Corp., its subsidiary in Maryland and Virginia.

* XDB Systems selected Graham Smith as vice president for European operations, having managing responsibilities for XDB operations in the United Kingdom, Germany and France. The Laurel company named Kevin Horigan director of indirect channels.

* The Scotsman Group, a Baltimore-based nationwide supplier of mobile offices and modular buildings, appointed Gerard E. Holthaus executive vice president, chief financial officer and a member of the board.

* Baltimore Aircoil Co. named William T. Osborne executive director of engineering.

* Slater Associates, a Columbia landscape architecture design firm, has chosen Andrew H. Morgan a full associate of the company.

* Stackig Advertising has selected Sara Leiman as media director.

* Freed & Associates added Michael J. Eichhorn to the staff as an account supervisor and named Richard P. Schwenk an assistant account executive.

* Eisner, Petrou & Associates named Jeffrey A. Wilklow senior vice president.

Financial services

* Key Federal Savings Bank announced that Dominic Tringali has joined the staff as a residential lending officer.

* Morgan Financial Group named John G. McCarthy III to the staff as a registered representative.

* Bank of Baltimore announced the appointments of Kent Bostic, Fran Jones, Gail Moerschel, Kathy Owens and Linda Rozinak as branch managers.

* Greenhorne & O'Mara, Greenbelt-based engineers and architects, appointed the following department heads at its Waldorf offices: Steven E. Gleason, planning, and Bolling W. Haxall Jr., development engineering.
