Volunteer work: Mr. Zoller is a volunteer for the Senior Health Insurance Counseling and Advocacy Program (HICAP) at the Pascal Senior Center in Glen Burnie.

About the program: HICAP is a free service available to county residents that provides insurance counseling, information and seminars about Medicare, Medigap and private health insurance. is sponsored by the Anne Arundel County Department of Aging.

Appointments can be scheduled at any of the five senior centers in the county. Membership in a center is not required.

About the volunteer: Mr. Zoller, who retired in 1986 from his job as a food store manager, has been a resident of Linthicum since 1950.

He is a lay leader at Linthicum Heights United Methodist Church and is involved with the United Methodist Community Services Program there, a program for those in need of food, shelter or help with utility payments. He is also in charge of the food pantry at the church.

Mr. Zoller also is a volunteer tax counselor at the Pascal Center.

Volunteer's comments: "Since I had a little tax experience, I volunteered with the VITA [Volunteers in Tax Assistance] program, soon after I retired.

"HICAP was proposed right at the end of one of our tax seasons. A lot of the people that got into this were from the tax program.

"We can call doctors and hospitals, and usually we're treated very nicely because many of the hospitals and doctors are aware there's an advocate for people with problems out there. I've never been given the runaround.

"The Office of Aging, I've found out, is a good point of referral for almost any problem you can think of. They can refer you to somebody who can get you started in the right direction to help solve your problem.

"The people that come for help go away pretty happy, I believe.

"I'm going to continue this as long as I'm able. So far I seem to be doing OK . . . every place can use volunteers."
