WASHINGTON — Washington. -- When the late Justice Thurgood Marshall filed a dissenting opinion, he dissented passionately. Justice David Souter today dissents learnedly. Justice John Paul Stevens sometimes dissents petulantly. Justice Harry Blackmun tended to dissent windily.
