Trade panel rates Md. delegation

Four members of the legislative delegation won high marks from the Anne Arundel County Trade Council in its annual report card.

Dels. Phillip D. Bissett and Joan Cadden received perfect scores for voting in support of trade council-backed bills 15 times during the past General Assembly session, while Sens. Philip C. Jimeno and Michael J. Wagner voted the council's position 12 out of 13 times, according to the report released this week.

Sen. John A. Cade, a Republican from Severn Park, received the lowest grades, voting in favor of the council's position eight out of 13 times.

"We hope this report tells the business community who to support," said Jeanette Wessel, the business group's chief executive officer.

Each year, the council monitors business-related legislation as it lobbies during the General Assembly. The votes for each legislator are tallied up by a six-member panel of trade council members, said Carol Dreyfuss, spokeswoman for the council.

The report card is given to the 900 trade council members to keep them informed of legislation that affects the business community.

Mr. Bissett, a Republican from Edgewater, said that as the owner of a small power-washing business, he has always been supportive of the business community's concerns.

"Basically the council's main concern is over-regulation, and they think government should stay out of businesses," he said. "Well, I agree. I never got grades this good in high school."

Although Mr. Cade was a co-sponsor of what was regarded as one of the most important pieces of legislation -- requiring an impact study of potential laws on small businesses -- he earned a 61.5 percent approval rating, the lowest among the five Anne Arundel senators.

"The low ratings does not necessarily mean that a legislator is anti-business," said John Dodds, chairman of the council's legislative affairs committee. "Senator Cade, for example, has historically been pro-business. But on environmental issues he does not always agree with our position."

Mr. Cade could not be reached for comment.

The small-business legislation, also co-sponsored by Mr. Wagner, a Democrat from Glen Burnie, was needed because potential laws are often studied from the perspective of government rather than business, council members say.

Gov. William Donald Schaefer vetoed the bill.

"We are definitely going to come back and try that one again," Mr. Dodds said.

Mr. Wagner agreed, and noted, "There are so many bills coming lTC up for hearings during the session and if they don't have a lobbyist, there is no one to represent them."

The report is used by the council to chose its Legislator of the Year. Last year, Del. John C. Astle received the Legislator of the Year award for his support of the business community. The 1995 recipient will be announced during a dinner in May.

"We monitor legislators very closely," Ms. Dreyfuss said.

How the legislators rated

The Anne Arundel County Trade Council rated legislators according to how many times they voted in favor of the council's position. Fifteen bills were presented in the House of Delegates and 13 in the Senate.
