5 arrested, drugs seized at Severn house

July 29, 1994

County narcotics detectives from the Western District raided a house in the 8400 block of Pioneer Drive in Severn Wednesday night, arresting three women and two juveniles and seizing narcotics and drug paraphernalia, police said.

The raid took place at 10 p.m. Narcotics detectives obtained a warrant to search the house after they received "numerous" complaints of drug activity at the house and after an undercover officer bought drugs there, police said.

Detectives recovered a small amount of cocaine, packaging material, homemade smoking devices and other drug paraphernalia and 17 pieces of a substance that looked like crack cocaine packaged for street sales, police said.

All those arrested, including the juveniles, ages 14 and 16, were charged with possession of cocaine, possession of "look-alike" narcotics and possession of narcotics paraphernalia. The women arrested were Shannon Howard, 33, of the 2500 block of Symphony Lane in Gambrills and Gwendelyn Perry, 25, and Fidelia Savage, 33, both of the 8400 block of Pioneer Drive.

The juveniles were released to their parents. The women were awaiting bail hearings late yesterday.

Pedestrian charged with harassing drivers

County police arrested a man Tuesday afternoon who allegedly was harassing motorists at the intersection of Annapolis and Telegraph roads, causing some to swerve off the street, officials said.

A motorist stopped a Western District officer at Annapolis and Morgan roads shortly before 3 p.m. and told him that a man wearing red shorts and no shirt had tried to get into her car when she stopped at Annapolis and Telegraph roads. The officer went to the intersection and saw a man fitting the description throw a hub cap into the middle of the street and cause several cars to swerve to avoid hitting it, police said. Then he stood in the middle of the road and caused cars to slow down or stop, police said.

When the officer tried to arrest the man, he began to scream and flail his arms, police said. The officer wrestled him to the ground and subdued him with the assistance of backup officers, police said.

Ronald Charles Houston, 35, of the 1200 block of Holly Oak Road, Odenton, was charged with disorderly conduct and resisting arrest in the incident.
