Ricks named as judge for District Court

July 25, 1994

Essom V. Ricks, an Anne Arundel County juvenile court master for the past seven years, has been appointed a District Court judge by Gov. William Donald Schaefer.

Mr. Ricks, 48 -- a Vietnam veteran and one-time assistant state's attorney -- was one of seven finalists for the judgeship. Mr. Schaefer announced the appointment Friday.

"There were originally 25 candidates who applied for the position," Judge Ricks said. "Then it was down to seven finalists. I always thought that the person who was selected from such a field of able applicants should be proud and very happy. I am, indeed, both."

Mr. Ricks will succeed Judge Donald M. Lowman, who retired March 31. He will serve a 10-year term.

A former Army sergeant who served in an artillery repair crew in Vietnam, Mr. Ricks is a graduate of Morgan State University and the University of Maryland School of Law. He is divorced and the father of two children.
