Cincinnati Reds -- Signed OF Ron Gant to a two-year contract.

Montreal Expos -- Activated P Tim Scott from the 15-day DL. Optioned P Joey Eischen to Triple-A Ottawa.

San Francisco Giants -- Announced P Salomon Torres has left the team for personal reasons.

Basketball

NBA -- Announced that the Board of Governors voted to reject the application of the owners of the Minnesota Timberwolves to sell the franchise to Top Rank of Louisiana. Fined Anthony Mason and John Starks of New York $10,000 each for failing to appear at a media session yesterday and the Knicks $20,000 for failing to make all their players available.

Los Angeles Lakers -- Promoted Jerry West, general manager, to executive vice president of basketball operations and Mitch Kupchak, assistant general manager, to general manager.

Seattle SuperSonics -- Released Bob Whitsitt, president-general manager, from the final three years of his contract. Amended the contract of George Karl, coach.

Mid-Continent Conference -- Named Dr. Leslie Cochran commissioner.

NCAA -- Placed the Wake Forest athletic program on one year's probation for basketball recruiting violations.

Arkansas State -- Named Scott Costello assistant sports director.

Cleveland State -- Named Deb Borsz women's interim volleyball coach.

Concordia, L.A. -- Named David Irby men's soccer coach.

Depauw -- Named Deb Hackworthy women's volleyball and softball coach.

Fairleigh Dickinson -- Announced the resignation of Doug Goulding, men's and women's tennis coach.

Long Beach State -- Announced the resignation of Margaret Mohr, women's assistant basketball coach.

Mercer -- Named Billy Holmes women's basketball coach.

Millersville -- Named Stacy Heiserman assistant field hockey coach.
