...*TC CB Commercial Real Estate Services Inc. has raided rival Casey & Associates to find a new head of the national brokerage firm's Baltimore office, less than two years after Casey lured the same broker away from CB Commercial.

Steven H. Gassaway will take control of the 25-broker local CB Commercial operation next week, the company said yesterday. The 35-year-old Lutherville resident spent nine years with CB Commercial before joining Casey in late 1992.

"It was an opportunity to manage an office [and] participate in management on a regional basis" as part of CB Commercial's Washington-Baltimore operation, Mr. Gassaway said. He replaces Gary G. Dewey, who is moving to a regional management post for CB Commercial in Tysons Corner, Va.

Mr. Gassaway said part of his new job will be to implement ideas CB Commercial has been using successfully in the western United States, such as increasing the brokerage firm's emphasis on long-term relationships with big real estate owners and users rather than emphasizing short-term transactions.

He said he had not been seeking to return to his old firm.

"I was very content [at Casey]," Mr. Gassaway said. "It's a good firm."

NB He said he will not bring any major listings to CB from Casey.
