Vehicle hits woman in driveway, killing her

SEVERN -- Homicide charges were pending against a Severn man who allegedly struck and killed a woman last night as he backed out of the driveway of her home.

Anne Arundel County police said the victim, Rosemary Rice Walker, 52, of the 1200 block of Sleepy Hollow Road in Severn, called the police shortly after 6 p.m. and reported that someone was removing property from a storage area in her barn.

Moments before Western District police arrived to investigate a breaking and entering in progress, the woman was walking up the driveway toward the barn when she reportedly was struck by a vehicle that was backing up.

When the officers arrived, they stopped the vehicle as its driver, Richard Neil Hubbard, 38, of the 7700 block of Telegraph Road, reportedly attempted to leave the scene.

An ambulance crew from the South Glen Burnie station arrived, but was unable to revive the woman.

She was pronounced dead at the scene.

Police said Mr. Hubbard was recently evicted from the property and had also been ordered by police not to return to the barn.

Police officials said Mr. Hubbard was charged with breaking and entering and trespassing and that charges pertaining to the woman's death were pending an investigation of the incident by the homicide squad and a review of the case by the county prosecutor's office.

Police said Mr. Hubbard was to have had a bail hearing today before a District Court commissioner.
