Panel OKs Stoner Ave. extension

The county commissioners voted unanimously yesterday to proceed with plans to complete the length of Stoner Avenue between Route 32 and South Center Street in Westminster.

Extending the road west will improve access to the planned Westminster Senior Center and to Carroll County General Hospital.

It will also provide access for motorists from Route 32 to Center Street, said county Public Works Director Keith Kirschnick.

Stoner Avenue now runs from Poole Road west to Route 32 (Washington Road.)

The county had originally planned to complete the extension of Stoner Avenue to serve the future senior center, which will be built on South Center Street where Stoner will intersect it, and the relocation of a county health department office to a site behind the hospital.

But when the commissioners decided to re-evaluate that health department site, public works officials considered the possibility of delaying the Stoner Avenue extension, Mr. Kirschnick said.

The commissioners voted last week to move the county health department offices to a portable building at the site of the Carroll Community College Business and Industry Center, farther north on South Center Street.

Although the health department won't be moving to the Stoner Avenue site, Mr. Kirschnick recommended to the commissioners that the road be fully extended as planned.

"When we took a closer look, it made sense to construct the whole road," he said. "We're going to have to build it sooner or later, so we might as well do it."

The estimated cost of the Stoner Avenue project is $600,000; however, only $392,000 is budgeted for the expansion.

Mr. Kirschnick said it would be possible to transfer money from other road projects to fund the Stoner Avenue extension.
