New positions

* McCormick & Co. announced the selection of Dorsey N. Baldwin as vice president of the packaging group and president of its subsidiary, Tubed Products Inc. The locally based spice and flavorings giant also named the following vice presidents: Robert W. Schroeder, sales and marketing, and Thomas M. McDermott, sales-new products and acquisitions, McCormick/Schilling division; James E. Angelo, sales, and Robert C. Singer, finance, Food Service division; and Ben L. Copley, sales and marketing, McCormick Ingredients-Southeast Asia.

* Baltimore Gas & Electric Co. named Harvey J. Reed as manager, System Planning and Support. In his new capacity, Mr. Reed is responsible for electric system planning and bulk power contracting.

* London Fog Corp. named Chris Fiore senior vice president of the outerwear maker's retail division.

* XDB Systems Inc. appointed John Marrah vice president of sales.

* Micro Dynamics has chosen Laura Provan director of marketing for the Silver Spring-based imaging technology company.

* Harbor View Contractors named Steve Carnaggio as chief estimator.

* Skill Bank Corp., a Baltimore-based educational software firm, has selected Kathleen M. Hurley, formerly with IBM, as vice president.

* Rummmel, Klepper & Kahl, consulting engineers, announced the appointment of Stephen G. Zentz as an associate for business management and fiscal/financial planning.

* Widener Burrows & Associates has selected Eric S. Levy as senior vice president.

Legal and insurance

* Mutual of New York-Spivey Associates named Donald R. Henss, Jr., John Penticuff, Bryan H. L. Smith and William J. Tracey, Jr. as field underwriters.

* Piper & Marbury announced that it has added two partners, James M. Brogan at the Philadelphia office and Geoffrey R. W. Smith to its Washington and New York offices.

* Gordon, Feinblatt, Rothman, Hoffberger & Hollander admitted Edward N. Kane Jr. as an associate.

* Weinberg & Green appointed Laura L. Katz to its corporate law department. She will focus on health care and general business clients.


* University of Baltimore has named James Williamson associate vice president for administration & finance.

* Western Maryland College announced that Dr. Ethan A. Seidel was chosen as vice president for administration and finance.

* Chesapeake Health Plan announced the appointments of Kevin O'Neill as chief operating officer and Sharon Pavlos as vice president-general counsel.

* Mercy Medical Center has chosen Dr. James D. Levy as medical director of corporate care and chief physician, occupational and environmental medicine.

* Harbor Hospital Center named Sheila Mehring director, rehabilitation services and appointed Lloyd Alford to its staff as a speech language pathologist.

* Carroll Lutheran Village has installed Geary K. Milliken as executive director.

* Preferred Health Network of Maryland appointed Bruce M. Sturm vice president of finance.

* Colliers Pinkard announced that David M. Gillece has joined the firm as a vice president in its consulting group.
