Housing rules enforced

Several housing communities in the area have covenants and regulations that property owners must obey, but often residents don't mind.

In Ocean Pines, additions and improvements to homes must be approved by the Environmental Control Committee, says Donna Abbot, public relations director.

"It's mainly for the property values, to enhance and protect the beauty of the community," Ms. Abbot says. "People get upset sometimes. It might be something innocent they want to do like putting up a doghouse, adding a porch. But they have to go through the ECC to be sure it's done properly.

Although some consider the rules strict, many appreciate the effort to protect the appearance and value of their property, says Ernie Olds, chairman of the Salisbury Historic District Commission, which regulates several areas in Salisbury.

The commission protects the significance of architectural features, as well as some of the other elements of the environment," Mr. Olds says.

Ann Wilmer, a resident of one of the districts, Newtown, since the 1960s, agrees. "The historic character of a neighborhood is sort of a community asset. It's part of the charm of Salisbury that we have these neighborhoods existing like we do," Ms. Wilmer says.
