Budget office receives award

A national professional association has given the Carroll County budget office a "Distinguished Budget Presentation Award" for its fiscal 1993 budget.

The Government Finance Officers Association in Chicago gave the award to Budget Director Steven D. Powell and his staff for the second consecutive year.

The association judges a budget on how well it serves as a policy document, financial plan, operations guide and communications device.

About 650 jurisdictions have won the award since the association began giving it in 1984.

Mr. Powell's staff includes Kevin L. Grabill, Gary L. Horst, Stephen V. Pyne and Jeffrey K. Topper.

Commissioners plan public hearing

The Carroll County Commissioners will have a public hearing at 3 p.m. Monday in Room 300A of the County Office Building, 225 N. Center St., Westminster, to take citizen comments on a proposed ordinance on road and storm drain design standards.

The proposed ordinance would establish design and construction standards for roads, storm drains and related facilities built under contracts, public works agreements or permits issued by the county.

Zoning panel to hold public hearing

The Carroll County Planning and Zoning Commission will have a public hearing at 7:30 p.m. Tuesday in Room A of the Carroll County Agricultural Extension Center, Smith Avenue, Westminster, on the 1994 biennial update to the Carroll County Water and Sewerage Master Plan.

The commission will accept comments before the hearing. Written comments should be addressed to the Carroll County Planning and Zoning Commission, County Office Building, 225 N. Center St., Westminster, 21157.

Copies of the proposed plan are available for inspection during regular office hours at the planning office in Room 306 of the County Office Building or at any county library branch.
