* Maryland Department of General Services announced that William E. Culen was appointed as director of the office of procurement and contracting.

* Maryland Science Center named Raylene Decatur deputy executive director.

* Price-Modern Inc. announced that Barbara Smith joined the 90-year-old Baltimore-based office furniture and products company as customer relations manager.

* Piper & Marbury appointed W. David Chalk an associate.
