February 11, 1994

A New Windsor man and a 16-year-old have been arrested in connection with a rash of break-ins and thefts in the town over the past few weeks.

Tfc. Phil Henry, resident trooper for New Windsor and Union Bridge, followed up a tip Wednesday morning that led to the arrest of the juvenile, state police said yesterday. They said his questioning of the youth led to his arrest of Michael Wayne Jenkins, 24, of the 100 block of Main St. in New Windsor.

Police said about $1,500 in stolen property, linked to 11 break-ins and thefts, was recovered. A number of the break-ins were in the 100 block of Main St.

Both Mr. Jenkins and the youth were charged with breaking and entering, misdemeanor theft and malicious destruction of property. The juvenile, who was also charged with tampering with motor vehicles, was sent to Charles H. Hickey Jr. School pending a hearing.

Mr. Jenkins was being held in the Carroll County Detention Center.
