Orioles -- Agreed to terms with OF Lonnie Smith on a minor-league contract.

California Angels -- Agreed to terms with P Brian Anderson, P Bob Gamez, P Mark Holzemer, P Pete Janicki, P Phil Leftwich, P Troy Percival, P Kyle Sebach, P Russ Springer, P Paul Swingle, P Julio Valera, C Mark Dalesandro, OF Garret Anderson, OF Jim Edmonds, OF Eduardo Perez and OF Mark Sweeney.

Cincinnati Reds -- Lost their salary arbitration case to C Joe Oliver, who doubled his salary to $2.5 million; the club had offered $1.85 million. Agreed to one-year contracts with C Brian Dorsett and P Johnny Ruffin.

Colorado Rockies -- Agreed to a one-year contract with P David Nied.

Detroit Tigers -- Agreed to a one-year contract with OF Kirk Gibson.

Kansas City Royals -- Avoided arbitration by agreeing to terms with P Kevin Appier ($3.8 million), C Mike Macfarlane ($2.6 million) and OF Felix Jose ($1.95 million).

St. Louis Cardinals -- Named Jack Krol special minor-league instructor; Luis Melendez manager of Single-A Savannah and Ramon Ortiz coach at Savannah. Agreed to a one-year contract with P Omar Olivares ($762,500).

Texas Rangers -- Agreed to terms with OF Juan Gonzalez on a five-year contract.

Toronto Blue Jays -- Signed C Randy Knorr to a one-year contract.

Basketball

Dallas Mavericks -- Announced that F Terry Davis underwent a four-hour operation on his left elbow and will be out for the rest of the season.

Detroit Pistons -- Waived F-C Ben Coleman (Maryland).

Houston Rockets -- Traded F Robert Horry and F Matt Bullard and two second-round draft choices to the Detroit Pistons for F Sean Elliott. Signed F Chris Jent to a 10-day contract.

Los Angeles Clippers -- Activated former Washington Bullets F John Williams from the suspended list.

Frederick Flyers (Atlantic Basketball Association) -- Semipro team signed former Salisbury State G-F Andre Foreman, the leading scorer in state history with 2,940 points, and former Frostburg State standout Lewie Thomas. Foreman, 6 feet 6, had recently averaged 36.0 points, 15.0 rebounds, 6.7 assists and 3.3 steals for the Horsham Hornets in Australia.

College

ECAC -- Named Loyola junior F Patty Stoffey Division I Women's Player of the Week. She averaged 31.0 points and 11.0 rebounds in victories over Iona and Fairfield last week.

Long Beach State -- Announced that G Brian Camper has been reinstated to the men's basketball team.

Miami -- Announced that G Michael Gardner has been kicked off the basketball team for violating a team curfew during a trip to Georgetown.

Michigan -- Suspended Jimmy King, Ray Jackson and Chris Fields from the basketball team indefinitely for a violation of team policy.

Mount St. Mary's -- Named Mark Mettrick soccer coach.

North Carolina -- Announced that G Donald Williams (badly bruised and slightly separated shoulder) will dress for today's basketball game against North Carolina State but is unlikely to play.

Virginia -- Signed Loyola High DT Faraji Mason (6 feet 4, 245 pounds) to a letter of intent. Mason was second-team All-Metro in 1993 and first-team in 1992.

Football

NFL -- Awarded 24 extra draft picks as compensation for free agents lost after the 1992 season. Under the new collective bargaining agreement, teams receive extra draft picks if they lose more unrestricted free agents than they sign. Buffalo was awarded two extra picks in the second round; Dallas, Minnesota, the Los Angeles Rams, the New York Giants and San Diego were given one each. San Francisco and Philadelphia got two extra picks in the third round; Atlanta, Buffalo, Cincinnati, Dallas, Houston and San Diego get one each. Houston and San Diego got one extra pick in the fifth round. Philadelphia got two extra sixth-round selections; Buffalo, Houston and the Rams got one each.

Atlanta Falcons -- Named Keith Armstrong assistant coach.

Cleveland Browns -- Named former Washington Redskins assistant Rod Dowhower quarterbacks coach.

Detroit Lions -- Signed free-agent LB Scott Kowalkowski.

Washington Redskins -- Named Ron Lynn defensive coordinator; Bob Karmelowicz defensive line coach; Mike Haluchak linebackers coach; Pete Rodriguez special teams coach; and Bobby Jackson running backs coach.

Hockey

L New York Rangers -- Sent C Daniel Lacroix to AHL Binghamton.

Philadelphia Flyers -- Assigned D Milos Holan to AHL Hershey.

St. Louis Blues -- Assigned F Dave Mackey and D Jeff Batters to IHL Peoria.

Winnipeg Jets -- Assigned D Arto Blomsten to AHL Moncton.

International Olympic Committee -- Provisionally recognized Cambodia.
