Marshal Nikolai V. Ogarkov, 76, the chief of staff of the Soviet armed forces who ordered the downing of Korean Airlines Flight 007 in 1983, died Sunday in Moscow. He had the Politburo's approval when he ordered the South Korean airliner shot down after it flew off course and entered Soviet air space. All 269 people on board were killed.
