Fenby Farm development plans get boost from panel's decision

Plans for the 33.4-acre Fenby Farm development, which will adjoin the Wakefield Valley Golf Course, are moving ahead with the conditional approval of the Westminster Planning and Zoning Commission.

Approval is contingent on agreement among all parties involved in the project, several of whom were absent from the planning meeting Thursday.

"None of us anticipate any problems," said Nate Green, attorney for Hank Majewski, the golf course owner.

The Fenby Farm subdivision had been stalled for more than a year, after Mr. Majewski appealed the panel's previous approval.

"The owner had several problems with the approval," said Thomas B. Beyard, city planning director.

Mr. Beyard said Mr. Majewski, who did not attend the planning meeting, sought advice on safety from Robert Elder, "a renowned golf course designer who has planned about 40 courses."

Mr. Elder developed an improved landscape plan that "goes beyond what was originally approved by the commission," Mr. Beyard said.

The plan met with the approval of Michael Oakes, the contract-purchaser of the site off Fenby Farm Road.

Since then, "All concerned parties have worked together to come up with something everyone can live with," Mr. Beyard said. "This shows that when people put their heads together, good things come out for everyone."

Mr. Oakes could begin to build 54 "upscale" homes on the site this spring, Mr. Beyard said.

Plans also call for planting 20 white pine trees, 10 to 12 feet tall, on top of the seven berms that will surround the development.

To protect golfers or pedestrians using a crosswalk near the development, the city also is requiring a yellow flashing signal along Tahoma Farm Road.

"It will look like the lights you see in school zones," said Mr. Beyard. "We will work with the developer for the most opportune place with the best sight distance."
