New positions

* G. Heileman Brewing Co. Inc., the fifth-largest U.S. brewer, has hired George W. Fletcher to oversee project engineering, capital investment management and special projects for the company's Baltimore operation.

* Amtrol Inc., a West Warwick, R.I., maker of hydronic heating and water systems with a production facility in Baltimore, has named Vincent A. Sarni, retired chairman of PPG Industries Inc., to its board of directors.

* Investment Company Institute named Donald J. Boteler and Charles A. Eby III vice presidents. The institute is the national association for the mutual fund industry.

* Valu Food, the largest supermarket chain headquartered in Baltimore, named Charles Alves vice president for sales and marketing.

* American Environmental Network, a Columbia-based laboratory, named Ernestine Blango senior chemist, gas and liquid chromatography.

* Greiner Inc., an international engineering firm, appointed Laura Widomski marketing coordinator at its Timonium operations.

* Chamberlain MRC, a manufacturing and R&D firm in Hunt Valley, appointed August "Gus" Zachmeier to its executive staff as development operations manager.

* Weinberg and Green, attorneys at law, elected Emerson L. Dorsey Jr., Andrew J. Bowden and Donald B. Davis Jr. partners in the firm.

* RTKL Associates Inc., a Baltimore-based architecture/engineering firm, promoted general counsel Karen Koenig Blose and David Thompson, an architect and project manager, to vice president. Norman Garden, who transferred from Baltimore to Los Angeles in 1986, was also named a vice president.

* Piper & Marbury named Sheila Mosmiller Vidmar, Theodore D. Segal and Kristin H. R. Franceschi partners in its Baltimore office. The law firm also has offices in Easton, Washington, New York, Philadelphia and London.

Health care

* The Transitional Living Council of Central Maryland Inc., a nonprofit community mental health agency, re-elected Bruce G. O'Heir chairman of its board of directors for 1994. Other officers are Patricia O'C. B. Farley, vice chairman; Lisa Reichenbach, secretary; and Casey Cunningham, treasurer.

New board members are Alice Jonas and Mary Farinholt. Inaugural members of the board of advisers are the Rev. David Cammack, Herbert Davis, Grace Locke Harvey, Therese Lansburg, Nathan Miller and Alan Mogol. Konrad B. K. Berk was appointed director of operations management for Transitions.

* SSA Baltimore Federal Credit Union, based in Woodlawn, named Trudy Weller assistant systems operator.

* Mercantile-Safe Deposit & Trust Co. promoted Miriam M. Ralston to vice president in the personal trust department.

Commercial real estate

* Carey Winston Co. announced that Charles A. Dukes Jr. has become a senior member of the firm.

* MIE Properties Inc. named Gerard Wit vice president of marketing and Rick Williamson as project manager.
