* Paragon Computer Services Inc. of Ellicott City announced that it has hired Gregory M. Marmen as a systems consultant.

* G. Heileman Brewing Co. Inc. has hired George W. Fletcher to oversee project engineering, capital investment management and special projects.

* Baltimore City Community College named James Roberts manager of customized training; Carol McKinnon, instructional design and training specialist; and Pamela Mitchell, acting manager of the life sciences training center.
