* The University of Maryland Baltimore County has appointed Sheldon Caplis vice president for institutional advancement.

* AlliedSignal Technical Services Corp., based in Columbia, selected Rosemarie Mecca as director of health information services.

* Paragon Computer Services Inc. of Ellicott City announced that it has hired Gregory M. Marmen as a systems consultant.

* G. Heileman Brewing Co. Inc. has hired George W. Fletcher to oversee project engineering, capital investment management and special projects.

* Baltimore City Community College named James Roberts manager of customized training; Carol McKinnon, instructional design and training specialist; and Pamela Mitchell, acting manager of the life sciences training center.

* Hyatt & Peters, an Annapolis law office, has announced that Paul J. Weber has joined the organization as a specialist in civil and commercial litigation.

* MicroCarb Inc., a biopharmaceutical company based in Gaithersburg, has appointed Carmine C. Mascoli vice president

* Hodes, Ulman, Pessin & Katz, P.A., a law firm with offices in Towson, Columbia, Havre de Grace and Rockville, announced that Managing Director Michael C. Hodes has been appointed adjunct professor of "elder law" at the University of Baltimore School of Law.

* Henning & Cole Therapy Associates named Kathleen L. Houck as an occupational therapy assistant.

* Medical Professional Services Inc. has appointed Susan A. Sotzing information systems manager for the Baltimore medical billing and information management firm, which serves more than 650 medical professionals in 10 Maryland hospitals.
