QUESTION: Something has to be done with the billing system. I have a good insurance plan, but I am being billed for things they shouldn't be charging me for; it's such a hassle to get bills straightened out. What will be done? M.F., Randallstown.

ANSWER: The president's plan calls for a uniform billing form that he says would eliminate the duplication and wasted administrative work of the present system, in which hundreds of VTC insurers use different forms. In another important step to simplify the system, all citizens would carry "health security" cards entitling them to a guaranteed set of benefits.
