A Westminster man and a Baltimore man were arrested by Westminster police Tuesday night and charged with possessing crack cocaine with the intention to distribute.

Police said the suspects, Mark David White, 39, of the 400 block of Hook Road, and Walter Jay O'Neil, 27, of the 1800 block of Etting St. in Baltimore, were apprehended about 8:20 p.m. in Mr. White's 1972 Plymouth Duster at the rear of the 100 block of E. Main St.

Police said crack cocaine with a street value of $800 and more than $300 in cash were found in the car.

Authorities also charged the pair with possession of crack cocaine and possession of drug paraphernalia. Smoking pipes and packaging materials were found in the vehicle, police said.

Lt. Dean Brewer, the city police criminal investigation supervisor, said Mr. White's car was seized because it was used in the transportation and distribution of the drugs.

Both men were released on personal recognizance by a court commissioner.
