Carroll commissioners to Paddle for People Inner Harbor event to raise money for Fuel Fund

Saturday will be one day Carroll Commissioner Donald I. Dell won't want to rock the boat. He'll be in a paddle boat in the Inner Harbor, his first ride in one of the pedal-powered craft.

His teammate, Commissioner Elmer C. Lippy, may end up as captain of their ship. Mr. Lippy said he is no novice.

"I have a lot of paddle boat experience -- mainly with my first mate, Mabel," he said. Mabel is his wife.

The commissioners will participate in Paddle for People, an annual fund-raiser for the Fuel Fund of Central Maryland Inc.

"I'm kind of looking forward to it. It sounds like some fun," Mr. Dell said.

Howard County Executive Charles I. Ecker challenged the Carroll commissioners and other elected officials from the Baltimore area to participate, said Ellen Lockard, the Fuel Fund's executive director.

Mr. Ecker is an avid supporter of the fund, which helps the needy in Baltimore, and Anne Arundel, Baltimore, Carroll, Harford and Howard counties pay winter heating bills, she said. The Fuel Fund is a private, nonprofit group.

About 360 two-person teams are expected to participate in the 12th annual paddle boat race, Ms. Lockard said. Last year, participants raised $55,000, she said.

Teams from Carroll churches, schools and community groups plan to race, said Kelly Parrish, assistant director of Human Services Programs of Carroll County Inc.

Money raised by Carroll teams will be used to help Carroll residents, she said.

On Saturday, organizers will toss hundreds of beach balls into the Inner Harbor. Teams will have different starting times for their races, ranging from 9 a.m. to 3:30 p.m. The object is to scoop up as many balls as possible.
