* Weinberg Harris & Associates Inc., a Baltimore-based public relations firm, announced the addition of four new marketing and public relations accounts. They are Stout, Causey & Horning, P.A., Heavenly Ham, the Maryland State Games and the Magic Penny Program.

* ERIS Enterprises Inc., a Columbia-based management consulting and training firm, was awarded a contract by Howard County to design a training program for its supervisors.

* Charles M. Solomon, P.A., the Baltimore-based public accounting, tax and consulting firm, announced that Eric M. Nislow joined the firm as a partner and has changed its name to Solomon & Nislow, CPAs.

* Allen N. Walpert & Son Inc., a Baltimore-based electrical contractor which specializes in commercial, industrial and design build construction, has merged with Statewide Electric Company. Keith Simmons, former vice president of Statewide, has been appointed general manager of the newly expanded Walpert & Son Inc.

* Conway Management Company Inc., of Bel Air, has assumed management of the Manor Shopping Center.

* The Engineering Society of Baltimore Inc., announced the election of the following officers: James P. Krawczyk, executive at Century Engineering, president; Martin J. Hanna III, principal at Hanna Fire Engineering Corp., first vice president; Richard N. Berich, partner at Purum & Jeschke, second vice president; Joseph M. * Eugene A. Arbaugh, senior vice president and chief marketing officer for PHH Corp., has been elected a member of the Conference Board's Council on Business-to-Business Marketing. The Conference Board, founded in 1916, is a worldwide forum for senior executives to exchange information.

* Dr. Don-N. Brotman, a Baltimore dentist, has been awarded the Distinguished Service Award by the Maryland State Dental Association.

* Gerstin/Spokany Associates has received a MAXI Award from the Direct Marketing Association of Washington for a direct-mail campaign for the Somerset House. The award was for the category of business-to-business lead generation for a campaign targeted to real estate brokers.

* Morton P. Fisher Jr., managing partner of the Baltimore office of Ballard Spahr Andrews & Ingersoll, has been elected chair of the American Bar Association's Section of Real Property, Probate and Trust Law.

* The Society for Marketing Professional Services announced that John R. Turner of Zeidler Roberts Partnership Inc., has been named Fellow.
