In ISTANBUL, Turkey, Bosnian Muslim President Alija Izetbegovic told a news conference that the disrupted Bosnian peace talks might resume in GENEVA in the third week of September.

Muslim men recently freed from Croat prisons in Bosnia looked ** like concentration camp victims from World War II, a United Nations spokesman said. "Many of the men had broken fingers and bruises to their upper bodies from beatings," according to Ray Wilkinson, spokesman for the SARAJEVO office of the U. N. High Commissioner for Refugees.

In BELGRADE, Yugoslavia, Serb officials blamed wartime sanctions for a skyrocketing death rate among patients with curable diseases. Many of the victims are children.
