* Catonsville Community College Foundation announced its board of directors for 1993-94: Elayne Hettleman, executive director of Leadership-Baltimore County, president; John A. Hayden, attorney at Whiteford, Taylor & Preston, vice president and Trevor C. Lewis Jr., president/managing director, PSA Financial Center, secretary-treasurer.

* Wayne C. Chappell, executive director of the Baltimore Area Convention and Visitors Association, has been appointed chairman of the International Association of Convention & Visitor Bureaus' Past Presidents Council.

* Goucher College announced that the following have been elected to its board of trustees: Frank P. Bramble Sr.; Edward D. Burger; Joan Buckler Claybrook; Susan Wintringham Crosby; Louis M. Tutt; Chloe A. Correll; Rebecca Crouse and Jean Daniels Hawley.

* Greenhorne & O'Mara Inc., a civil engineering, environmental and architecture firm based in Greenbelt, will provide site design for five of the 19 new emission test stations being planned for Maryland.
