* The Maryland State Board of Podiatric Medical Examiners elected Dr. Lawrence D. Block president. Dr. Block is a Fellow of the American College of Foot and Ankle Surgeons. He is board certified by the American Board of Podiatric Surgery and the author of numerous scientific articles on podiatry.

* Mother Goose & Company has signed a contract with the Injection Footwear Corporation to produce and distribute Mother Goose Shoes nationally.

* The Council on Economic Education in Maryland, a nonprofit organization providing comprehensive support for economic education for elementary and secondary schools, named Remigio Alcaraz associate executive director.

* Harry D. Shapiro, a member of the executive committee of the Associated Jewish Community Federation of Baltimore, has been appointed national chairman of the Joint Budgeting Council. The JBC was created by the Council of Jewish Federations to represent Jewish communities in allocating funds to national agencies.

* Easton Bank & Trust Co., a new community bank, has opened on Idlewild Avenue in Talbot County.

* Falls-Fairfield Florist Inc., T/A Roland Park Florist, announced a change in ownership at its location on Falls Road and Lake Avenue. The new owner is D. R. Carter Inc.

* USConnect, a national network computer services company, has opened an office at 10480 Little Patuxent Parkway, Suite 500, in Columbia.

* Kenneth F. Szpara announces the formation of Szpara Residential Design, a full-service design firm with offices in Baltimore.

* Ortho-Med Supplies Inc. has changed its name to Megatech Medical Inc.

* Higgins Purchasing Group, a hospitality and health care purchasing company, has opened an office in Annapolis, specializing in senior living planning and procurement.

* Century Engineering Inc., which specializes in transportation, facility, marine, environmental, mechanical and electrical engineering services, has announced the formation of Century Communication Services Inc. of Dover, Del.

* FutureHealth Corp., a Timonium-based managed health care organization, has opened offices in Harrisburg, Pa.
