Comprehensive plan to be ready by spring 1995

Further study begins this month

The Southwest Carroll County Comprehensive Plan is to be ready for adoption by the commissioners in spring 1995, under a time line adopted by the Carroll County Planning and Zoning Commission.

The time line calls for further study of various issues, including the transfer of development rights and crossroads villages, to begin this month and be completed by February.

From February to June 1994, county planners will meet with town officials and hold workshops with the planning commission on those issues. The plan will come before the planning commission for a recommendation in early 1995.

The planning commission delayed moving forward with the plan, which outlines growth in southwest Carroll, after raising concerns about village concepts and other issues last month. The commissioners were initially expected to vote on the proposal later this year.

County planners and citizens committees have been working on the comprehensive plan, which does not include Mount Airy, for about two years.
