For months, residents of Linton Springs in South Carroll have been asking for a traffic study of Linton Road, their only access to Route 26.

Now the State Highway Administration is counting cars on the winding road, but residents say the timing is wrong and the count will be off.

"August is vacation month," said Joseph H. Mettle, chairman of the community association. "This study would only represent about 66 percent of the normal total traffic and won't reflect a worst case scenario."

Next month, when most vacationers have returned and students are driving to high school, traffic will be at the typical levels, he said.

"I know about 25 percent of our residents are not home now," said Mr. Mettle, who recently went door-to-door to meet with homeowners.

He said he also is concerned about the duration of the study. He has seen counters at intermittent hours.

"They need to be there all day," he said.

An SHA traffic engineer said the study is a routine update of traffic volume data.

"Depending on feasibility and budget, we are going forward with plans to widen Route 26 at the intersection with Linton, to allow for left turn lanes," said George Miller, traffic engineer.

In a letter to the association last month, the county commissioners said the traffic study would be completed before planners make recommendations on development in the area.

The letter was sent in response to a petition with 310 signatures protesting the proposed 99-home Belt Farm subdivision on 203 acres east of Linton Springs.

Residents don't want to share Linton Road with motorists who will live in the new development.

"Our unified position in the written petition to the commissioners is that we want no connectivity whatsoever to the new development," Mr. Mettle said.

The commissioners' letter said Ronald Carter, the Howard County developer of Belt Farm, "has been directed to connect Ronsdale Road" to the new homesites. That proposal would dump all the cars from Belt Farm onto Linton Road.

"Life is a compromise, and we may have lost the first battle," Mr. Mettle said. "We are still taking a stand that the new development should have its own egress to Liberty Road."

The Commissioners also told residents that the north end of Linton Road, which deteriorates to a dirt track past Tanglewood Drive, would be resurfaced to Bartholow Road.

"With the upgrade and surfacing of Linton Road, the concerns over adequate emergency access should be alleviated," the letter said.

Mr. Mettle said county officials had said they would solicit bids for that project the first of August.

"I haven't seen any advertisements for the bids," he said.
