New positions

* Baltimore City Community College announced the following appointments: Herbert C. Sledge Jr., director of public relations and the foundation; Dr. Florence L. Agbonyitor and Dewitt L. Powell as deans of instruction.

* Bozzuto & Associates appointed Richard Boales senior vice president.

* Capital Portfolio Management Inc. appointed Dee Walton Hodges investment executive.

* Carroll Community College, announced the following appointments: Dr. Joseph F. Shields, founding president; Dr. Faye Pappalardo, executive vice president of planning/student affairs; Dr. James P. Bruns, vice president of academic affairs; Alan Schuman, vice president of administration and Karen Merkle, vice president of continuing education.

* Columbus Center Development Inc., a $160 million marine research, training and exhibition facility under construction on Piers 5 & 6 at the Inner Harbor, announced that Doreen Rosenthal has been named vice president for institutional advancement. * Morton P. Fisher Jr. , managing partner of the Baltimore law office of Ballard Spahr Andrews & Ingersoll, has been elected Chair of the American Bar Association's Section of Real Property, Probate and Trust Law. * Gray Kirk/VanSant, a Baltimore-based full service advertising and public relations agency, named Michael Tinati vice president/group supervisor and Alexandra King an assistant account executive.

* Hottman Edwards, a Baltimore-based advertising, marketing, public relations and direct response agency, named Peter C. Jones copywriter.

Rosse' & Associates Inc., a Sparks-based full service advertising and marketing communication agency, appointed Karin Feeley assistant account executive. * The Ear, Nose & Throat Specialty Group, which has offices in Glen Burnie, Columbia and Laurel, announced that Arnold S. Kirshenbaum, M.D. to its practice.

Financial services

* Nicholas & Associates, an employee benefit consulting firm, announced that Stephen P. Jarvis has joined the firm and will coordinate the participant accounting for defined contribution retirement plans.

On the board

* The Consulting Engineers Council of Maryland recently installed its 1993-1994 officers. They are: Cathy S. Ritter, Constellation Design Group, president; Devinder S. Sidhu, Sidhu Associates Inc., vice president; Thomas E. Mohler, Greiner Inc., secretary; and Karl J.. Rickert, Rickert Engineering, treasurer. Ms. Ritter is the first woman president of CEC/Md. in its 36-year history.

The Hearing and Speech Agency has elected the following new trustees: Bernard Levy, vice president of Mitchell Marketing; Gail Liss, Ed.D., psycho-educational specialist; Susan Saylor, president of Multi-Media Marketing Inc. and Shelly Lev Wiseman. The new members will begin their terms next month .

* Walter J. Hall of Pasadena has been reappointed by Gov. William Donald Schaefer to serve a six-year term on the board of trustees of Anne Arundel Community College. Also, the governor named Jennifer Behn of Arnold to a one-year term.
