* Citizens Bancorp appointed Susan O'Malley, president of the Washington Bullets, and Freeman A. Hrabowski III, president of the University of Maryland Baltimore County, to its board of directors.

* W. Kenneth Wiseman, partner in the architectural and interior design firm of Lehman, Smith, Wiseman & Associates, has been appointed to the Recreation Access Federal Advisory Board by the U.S. Architectural and Transportation Barriers Compliance Board.

* Dr. James F. Burdick, director of the section of transplantation at Johns Hopkins Hospital and a visiting surgeon at Francis Scott Key Medical Center, Loch Raven Veterans Administration Hospital and the University of Maryland, was elected to the board of directors of the United Network for Organ Sharing.

* Wheaton PharmaTech, a division of Wheaton Glass Products, has completed a $1.5 million building and equipment expansion program at its aluminum seals facility in Salisbury. Construction added 9,700 square feet to the existing 13,000 square feet.
