Police arrest two men on drug, DWI charges

Maryland State Police arrested two men in separate incidents outside Manchester early Saturday, and charged both with driving while intoxicated and possession of drugs.

Jeffrey Howard Krape, 36, of the first block of Pennsylvania Ave. in Westminster, was being held on $15,000 full bail at the Carroll County Detention Center.

Mr. Krape is charged with possession of cocaine with intent to distribute and manufacture, possession of marijuana and driving while intoxicated.

Tfc. A. G. Winner stopped Mr. Krape just after midnight on Route 30 south of Lineboro Road when the trooper suspected Mr. Krape was driving drunk, police said.

Police reported they found 5.8 grams of cocaine in small plastic bags in Mr. Krape's front jeans pocket and 1.8 grams of marijuana in his 1986 Subaru.

About 2 a.m., Tfc. Ronald Cullison arrested Everett Ellis Jr., 27, of the 3400 block of Springhurst Court in Reisterstown, on Millers Station Road.

He was charged with driving while intoxicated, possession of a controlled dangerous substance and several motor vehicle violations.

Mr. Ellis was released on his own recognizance.

The trooper stopped Mr. Ellis after he allegedly swerved across the center line three times as he was driving north on Millers Station Road north of Warehime Road in an 1980 Chevrolet Camaro.

Police reported that Trooper Cullison found a small vial containing white powder, suspected to be cocaine, in Mr. Ellis' car.
