Dewey retires today, moves to Fla. tomorrow CA position goes to Maggie Brown

After 15 years as director of community services for the Columbia Association, Jacqueline A. Dewey will retire today, but don't expect her to linger.

By tomorrow, she and her husband, Richard, will be on their way to a new home in Sarasota, Fla.

Enticed to Columbia from Los Angeles in 1971 to be part of the development of a new town, Ms. Dewey said she's been proud to be involved in the city's growth.

"It's really been exciting to watch it grow from three buildings downtown and 10,000 people to what we see now," said Ms. Dewey. "It's been a real privilege to be involved in developing a city, and it's been a learning experience."

Padraic Kennedy, president of the association that manages Columbia's recreational programs and open-space areas, said that Maggie Brown, assistant to Howard County's chief administrative officer and a former association sales manager, has been hired to replace Ms. Dewey.

Ms. Brown, who worked for CA from 1984 to 1988 as a membership sales and customer service center manager, will coordinate the nonprofit association's community pro

grams and facilities and oversee an annual operating budget of more than $4 million.

Expanding responsibilities

Ms. Dewey started at CA in 1973 as the early childhood education director, supervising operations at the association's day care centers, hour

ly care centers and nursery schools. The 62-year-old Harper's Choice resident became the program director for CA's before- and after-school care programs in the mid-1970s as CA scaled back on day care.

As responsibilities and programs expanded, Ms. Dewey was appointed director of the newly created commu

nity services division in 1978 and was named a vice president of the association established to enhance the quality of life in Columbia.

Filling the gaps

"We see ourself as a facilitator, first and foremost," she said of her various jobs with the association. "We try to fill in the gaps so all ages and all conditions of people are included in what CA is interested in.

"The public will let us know where the needs are. I hope that's the direction our division will keep taking."

For 15 years, she has led a full-time staff of 30, coordinating summer camps, the Sister City student exchange program, the Columbia Center for Arts, the Columbia Teen Center, before- and after-school care, the Columbia Volunteer Corps, the Family Life Center counseling service and the Lakefront Festival.

The division also works closely with Columbia's 10 village associations, supervises the Oakland meeting house and manages ColumBus, Columbia's transportation system.

Most recently, the division has helped establish a Columbia singles organization and has launched programs to integrate people with developmental disabilities into a wider range of Columbia activities.

Mr. Kennedy said that Ms. Dewey's leadership and knowledge of the community will be missed.

"Jackie is widely and universally respected by CA staff, the communi

ty and village managers for the kind of work she's done," he said. "She's brought a consistency of leadership and chosen good people to run programs."

Replacement a 'contributor'

Mr. Kennedy said Ms. Brown, 53, was chosen from among more than 20 applicants.

"She's a great believer in Columbia and a contributor to its development as a community," Mr. Kennedy said.

Ms. Brown was president of the Columbia Birthday Celebration Inc. from 1979 to 1987, and has served on boards with the Columbia Foundation, a grant administering agency, the Columbia Forum planning committee and the Howard County Chamber of Commerce.

She said she'll leave county government with mixed emotions, but looks forward to her new position.

"It's a job I thought about doing in the past," said the 23-year Columbia resident.

"You have to seize those opportunities when they happen."

County Administrative Officer Raquel Sanudo said that Ms. Brown possesses strong ability to manage, organize and work with people.

"She knows what's necessary to be done to accomplish something," said Ms. Sanudo.

"She's not a procrastinator. She has the type of organizational skills that would be required in an organization like CA."
