Man indicted in sex abuse of 9-year-old girl

A Carroll County grand jury yesterday returned a five-count indictment charging a 27-year-old New Windsor man with sexually abusing a 9-year-old girl.

Howard R. Malatt, who was arrested June 16, will be served with the indictment in the Carroll County Detention Center where he has been held on $100,000 full bond since his arrest.

According to court documents filed in Carroll District Court on June 16, Mr. Malatt was at the home of a friend in Taneytown when he allegedly abused the child sexually.

The indictment charges the man with committing a second-degree sex offense, third- and fourth-degree sex offenses, perverted practice and battery.

Investigators are continuing to question children in the area where the alleged offenses occurred, according to court papers.
