* Dr. Robert G. Hicks, 70, a past president of the American Society of Anesthesiologists, died Thursday of pneumonia in Stamford, Conn. He retired last year after 35 years as chairman of the anesthesiology department at St. Vincent's Hospital in Manhattan, where he helped develop the Code 99 emergency response to cardiac and respiratory failures. The emergency response was eventually adopted worldwide.

* Rand Schrader, 48, one of California's first openly homosexual judges and a gay activist, died of AIDS Sunday in Los Angeles. He was appointed to the Municipal Court in 1980 by former Gov. Jerry Brown and presided until April.
