* U.S. District Judge Barrington Parker,U.S. District Judge Barrington Parker, 77, who presided over the 1982 trial of presidential assailant John W. Hinckley Jr., died Wednesday of complications from a heart attack and stroke. Appointed to the federal bench by then-President Richard M. Nixon in 1969, he barred the Nixon administration from establishing price controls in 1973. He levied a $2,000 fine and a two-year suspended prison sentence against former CIA director Richard Helms after Mr. Helms pleaded no contest to charges that he failed to properly inform the Senate about agency activities in Chile.

* William P. Collins,William P. Collins, 47, a former undersecretary of energy in the Reagan administration, died after suffering a heart attack May 26 at Fairfax County Hospital in Virginia. In 1983, Mr. Collins was appointed an undersecretary of energy, serving concurrently as assistant secretary of conservation and renewable energy, and as head of the Office of Alcohol Fuels. Since leaving public service, he had headed his own public relations company in Washington.
