Couple in Long Reach arrested on drug charges

A 29-year-old Long Reach woman and her husband were arrested Wednesday night and charged with possession of PCP and other drug violations, Howard County police said.

They were arrested about 10 p.m. Wednesday as police executed a search warrant at the woman's home, police said.

Sandra Dee Kessler-Foster of the 6200 block of Blue Dart Place was charged with possession with intent to distribute PCP, possession of PCP and reckless endangerment, police said. She is being held in lieu of $20,000 bond at the Howard County Detention Center, a correctional officer said.

Robert L. Foster, 28, of the 9100 block of Baltimore St., Savage, was charged with possession with intent to distribute PCP, possession of PCP, and possession of paraphernalia, police said. He is being held at the Detention Center in lieu of $20,000 bond.

The woman was found in an upstairs bedroom in her home apparently under the influence of the drug, police said. Inside the house, investigators found a large freezer bag with nine individually wrapped baggies of parsley flakes soaked in suspected PCP, police said.

When police stopped Mr. Foster, who was about to leave the house, they recovered two baggies of parsley flakes soaked in PCP, police said.

PCP, or phencyclidine hydrochloride, is a powerful psychedelic drug.
