* The Housing Authority of Baltimore appointed Joel W. Newton special consultant to the Board of Commissioners.

* The Howard County Real Estate Millon Dollar Club named Bill Bittner president; Sue Dornbirer, vice president; Clarence Toomer, treasurer; Bea Gratton, corresponding secretary; and Jim Kinnear, recording secretary.
