Teachers, board settle on contract Pay goes up 3% in 1st, 2nd years

Working late into the evening, the school board settled contracts with teachers and classified employees last night.

The teachers settled for 3 percent pay increases each year for two years. The American Federation of State, County and Municipal Employees, which represents building and bus workers, settled for 3 percent the first year of the contract, 1 percent the second year and an additional "step" increase in the second year.

School administrators and cafeteria workers had settled similar contracts Tuesday.

"More should be done, but it comes down to what is do-able" in lean economic times, said Harold Fox, chief negotiator for the Carroll County Education Association.

Teachers and other unions had sought increases of 6 percent to 7 percent, to equal the cost of living increase.

The board also resolved to study planning time for elementary teachers by February 1994.

Only one union still has not completed talks. The Carroll Association of School Employees, which represents clerical staff, instructional assistants and licensed practical nurses, will meet with the board Tuesday.

Sharon Fischer, the CASE president, sat in on talks last night with the American Federation of State, County and Municipal Employees, which resolved an issue that also affects CASE. With both those unions, one of the most contentious issues has been removing contract language offering arbitration for disciplinary cases and firings.

Classified employees had the right of arbitration until the Maryland Board of Education ruled those issues were not eligible for arbitration. The board wanted to remove the language, but agreed to a compromise offered by AFSME to set aside the current language unless the courts overturn the state board.

Board negotiator Edwin Davis rejected a similar proposal by CASE negotiators Tuesday.

"That's all we have on the table," said Ms. Fischer.
