Balto. Co. man held on cocaine charge

Howard County police have charged a 33-year-old Baltimore County man with possession of a small amount of cocaine, police said.

Kevin Steven Plopi of the 3600 block of Courtleigh Drive in Randallstown was charged yesterday with possession of cocaine and drug paraphernalia and being a rogue and vagabond, police said. He's being held at the Howard County Detention Center in lieu of $1,000 bond, police said.

He was taken into custody after 12:30 a.m. yesterday when a resident in the 4500 block of Bonnie Branch Road told police a stranger had knocked on his door earlier and asked for money to pay a tow truck driver, police said.

The stranger told the resident that his wife was involved in an accident, police said. But the resident refused to give the stranger money and called police.

When police arrived, they found a man matching the description of the stranger, police said. When police looked inside the man's Chevrolet Blazer, they said they observed a glass vial with cocaine.
