CHARLOTTE, NORTH CAROLINA — CHARLOTTE, N.C. -- Joe F. Blair, Maryland's sports information director emeritus, was honored here yesterday as this year's winner of the Marvin "Skeeter" Francis award for meritorious service to the Atlantic Coast Conference.

Blair, who served as the school's Sports Information Director from 1950 to 1962 before becoming public relations director of the Washington Redskins for 20 years, returned to Maryland after retiring in 1983. Blair, one of the most popular figures in his profession, was brought to tears by the award.

The award was named for Francis, the league's longtime publicity director. Francis, who has retired but still is involved in running the ACC Tournament, presented the award to Blair.

Blair still works in the Maryland SID office full time.
