Cleveland Indians -- Agreed to terms with former Orioles P Jose ** Mesa on a one-year contract.

Detroit Tigers -- Signed P John Doherty, P Mike Lumley, OF Jody Hurst and OF Riccardo Ingram to one-year contracts.

New York Mets -- Agreed to terms with P Pete Schourek on a one-year contract.

New York Yankees -- Agreed to terms with P Bob Wickman, P Domingo Jean and 3B Russ Davis on one-year contracts.

San Francisco Giants -- Signed P Kevin Rogers, P Larry Carter and P Dan Carlson, all rookies, to one-year contracts.

Basketball

NBA -- Announced it would play 1995 All-Star Game in Phoenix. Also, fined Chicago Bulls F Scottie Pippen $5,000 and suspended him for one game without pay for fighting in a game Thursday.

Sacramento Kings -- Announced G Mitch Richmond will undergo surgery on a fractured thumb and miss the rest of the season. Activated C Duane Causwell.

Notre Dame -- Suspended F Malik Russell from the basketball team for academic reasons.

Utah -- Suspended basketball G Darroll Wright indefinitely after being cited for possession of marijuana.

Football

Denver Broncos -- Signed NT Greg Kragen to two-year contract.

Green Bay Packers -- Announced OL Tony Mandarich would not be offered contract for next season.

Houston Oilers -- Named George Baggett receivers coach.

Hockey

NHL -- Suspended Chicago Blackhawks assistant coach Paul Baxter for four games, Pittsburgh Penguins D Jay Caufield for eight days, Pittsburgh D Jim Paek for three days and Chicago LW Greg Gilbert for three days. Fined Caufield, Paek and Gilbert $500 each. Fined Chicago and Pittsburgh franchises $10,000 each. Also, named Glenn Adamo VP of broadcasting and Ellis Prince VP of television and team services.

New York Rangers -- Sent D Per Djoos to AHL Binghamton.

Pittsburgh Penguins -- Sent D Peter Ahola to the San Jose Sharks for future considerations.

St. Louis Blues -- Signed G Curtis Joseph to a two-year contract, retroactive to start of 1992-93 season.

Vancouver Canucks -- Extended the contract of RW Jim Sandlak. Signed F Jay Mazur to a contract with AHL Hamilton.

Track and field

International Amateur Athletic Federation -- Suspended five-time world cross country champion John Ngugi of Kenya, pending a hearing into his refusal to submit to a drug test.
