* Chaney Enterprises, a Waldorf-based provider of concrete and construction supplies, promoted Richard Hall Chaney Jr. to vice president/general manager and James B. Talbott to vice president/operations.

* Nyquist Inc., a Baltimore-based chemical coatings supplier, named Charles J. Storck vice president.

* United Transport Service in Baltimore named Richard T. Higgins executive vice president of the Car and Truck Renting and Leasing Companies.

* Black & Decker Corp., a marketer and manufacturer of home and commercial products in Towson, named Linda H. Biagioni vice president, environmental affairs, and Rodolfo Rubi director of outdoor products-U.S. Power Tools.

* Central Maryland Small Business Development Center, a program that is jointly funded by the Maryland Department of Economic and Employment Development and the U.S. Small Business Administration, appointed Dr. Richard Palmer director.

* Hodes, Ulman, Pessin and Katz, a Towson-based law firm, named Kevin F. Bress counsel.

* Weinberg and Green, a Baltimore-based law firm, announced the return of Burton J. Fishman as counsel in the labor practice area. Mr. Fishman left the firm last spring to serve as deputy solicitor for national operations for the U.S. Department of Labor.
