SHA fails Ritchie-McKinsey intersection

Ritchie Highway's intersection with McKinsey Road flunks all standards for traffic congestion during evening rush hours, according to the State Highway Administration.

And the intersection at Robinson Road isn't any better, said Ed Meehan, the SHA's district manager.

The SHA recently rated several key intersections along Ritchie Highway in Severna Park as it makes plans to widen the road to ease traffic congestion.

The McKinsey road intersection gets a "D" rating during morning rush hour, but fails in the evening, Mr. Meehan said. Drivers can expect to sit through two cycles of the traffic light before they get through the intersection, he explained.

The intersection at Robinson Road rates an "E" in the morning, but at night it falls to an "F."

SHA officials have been studying the severity of the traffic problem and a plan to widen Ritchie Highway from just south of Cypress Creek Road to the new Baltimore-Annapolis Boulevard intersection. The project would create three through lanes in each direction and right and left turning lanes.

All improvements would stay within the existing right-of-way, according to SHA plans. The addition of a third lane would require that about 6 feet would be taken from the existing median space.

Greater Severna Park Council members have expressed concern over the loss of green space in the median. But Mr. Meehan says the remaining median would be heavily landscaped for the length of the altered road.

Former midshipman to speak at college

A former midshipman who was forced to resign from the Naval Academy months before graduation because he said he is a homosexual is to speak today at 7:30 p.m. at Anne Arundel Community College.

Joe Steffan wrote "Honor Bound," in which he details his experiences in the military from his plebe year to his selection as a battalion commander just before his resignation.

Mr. Steffan's talk will detail what he views as the military's history of discrimination against blacks, women and gays. The event will be in the Pascal Center for Performing Arts. Tickets are available at the Student Activities office on the Arnold campus.
