* Anne Arundel County and Baltimore City officials abandoned their long-delayed plan to build a $15 million, 72-inch water main under Baltimore harbor to serve northern Anne Arundel County. The project had been agreed to in January 1967 but county authorities never signed the contract. -- The Sun.

* Mayor Roger W. Moyer of Annapolis suggested today that the way to end student misbehavior at Annapolis High School would be to post security guards at the school and allow teachers to do "anything necessary" to correct students who are defiant of school discipline. -- The Sun.

* County Executive Joseph Alton today defended the County Council's decision not to spend over $1 million for any elementary school in opposing a proposal to construct a $1.4 million elementary school in Crofton. -- The Sun.
