Berger plan cuts 20 administrators BALTIMORE COUNTY

Stuart Berger wants the Baltimore County school administration to be smaller, less encumbered by management and more responsive to the needs of students and teachers.

To these ends, the superintendent revealed his long-promised reorganization at last night's school board meeting.

Though on paper the plan seems mired in the lines and boxes of two flow charts, it ultimately will reduce the administrative staff by 20 positions, move the superintendent closer to his principals and add an ombudsman for students. No manager will have more than eight people reporting to him or her, Dr. Berger said.

"This reorganization changes the focus from a top-down

management system to a collaborative one," said Dr. Berger. "It allows staff members and schools to use their creativity to develop quality, innovative approaches."

The reorganization will take effect July 1.

The new plan eliminates the business and finance, instruction, physical facilities and staff and community relations divisions. These offices will be reorganized under a deputy superintendent responsible for instruction, student services, and planning, and an associate superintendent responsible for business, facilities, budget and transportation.

The five area superintendents who supervise school principals and currently report to the deputy superintendent now will report directly to Dr. Berger.

Berger has been moving steadily toward "site-based management," a system in which individual principals make many of the decisions for running their schools and managing their staffs. Dr. Berger said the reorganization furthers his management style, which calls for the administration to serve the schools rather than supervise them.

Late last year Dr. Berger said he would approach the reorganization as if all positions were vacant. This gave birth to a rumor that all administrators were being fired. That rumor was false, Dr. Berger said. However, staff members will have to ask in writing for whatever job they want, even if they currently hold the job, he said.
